I think it is more due to the fact that 38 cents is a key fibonaaci retracement level based on the fall from 65 cents to 20 cents last year. 38.2 % retracement is 38 cents. Plus 38-40 cents has been a major point of volume in the past. I think it may need an announcement to break through 38-40 cents.
