.5 to 1.5 mgl is 500,000 to 1,500,000 litres per 200 kg bale.
So for 1 kg of cotton it needs between 2,500 and 7,500 litres of water.
That is 2.5 to 7.5 tonnes of water for 1 kg of cotton fibre.
