The "pollution" in the water is another matter. The waterways are "inside acceptable limits" but there is no harm revisiting the standards given that there may be an increased throughput.
Acceptable standards are all about money & the cost to ship the coal. If making the water cleaner adds say $0.25 / tonne shipping cost by all means investigate & see what cost the market will bear.
