If you get run over by a bus you are a victim, if you get scammed you are a victim, if you get hit by a melanoma you are a victim of circumstances!
Perhaps victim is not a nice word but it is short and to the point, use synonyms or euphemisms if you like but victim does not indicate blame on the sufferer.
