As far as I’m aware every Australian corporate with very few exceptions must maintain a franking account. Franking credits arise when Australian tax is paid including PAYG and income tax. A corporate receiving a franked distribution must also record the attached franking credit.
There is no obligation on a company with franking credits to either pay a dividend or attach accumulated franking credits to any such payment.
New Zealand companies can also join the Australian franking system should they choose which would apply to their Australian tax payments.
