"Suppressing the Vote"
I don't know the rules, but at the moment when a vote is counted, every share counts.
When the company buys back all of those unmarketable lots of shares, ( small amounts of shares that some shareholders may have) that means that all of those votes will be removed, and therefore stops those shareholders trying to have their say.
When Mineral Resources ( I think this is right) tried to take over Atlas Mines (AGO) they tried to buy back all of those "Unmarketable Shares". I think that those shareholders had a choice, or given a choice to keep their shares.
Someone may know more about this, because at the moment, I believe that all votes should count.
This is not advice, do your own research.
