The delay in the Malaysian drivers license deal was because the contract had to go out to public tender.

There were 5 tenders submitted. The Nexbis tender was the winner. The other tenders came from outside Malaysia. One from Australia and singapore. I can't remember who they were, but it is on the public record.

The government has now had 5 months to fine tune the final contract.

A takeover has to be on if this contract is release soon.
Because the present value of all the contracts will exceed the value of the company. The UK deal alone is worth 10 of millions dollars
