There are punters with deep pockets ready to pull the trigger on permit announcement. Some clever d1ck toys with them on a regular basis - implying insider buying - probably peeled quite a few $$ off the market with this strategy.

The Spanish general election is 28 April. Government is in 'caretaker' mode until then. We cannot expect approvals earlier. Opinion polls put the Socialists ahead, if enjoying 26.9% of the vote can be considered ahead.
