I'm not exactly sure what this hearing is really about. As one of the other fellows posted I think it is really about costs. Hillam trying to delay proceedings of the Administrator by appealing about costs.
Now i'm not sure of this but that's the impression I get.
I think it has little or nothing to do with CAP as such. Cap is sitting pretty really.
