Bloodwynch, there are numerous holes in your analysis.
1. Re negative cashflow. BOL just reported an operating cashflow of over +$30M, that is positive cashflow. BOL paid off almost $20M in loan principal (not interest) in the last half year.
2. The CEO has probably quit due to their involvement as CFO in the under depreciation of BOL creating the recent re-statements.
3. The company has a strong financial position. Interest is covered three times by cashflow, plenty of room for a dividend.
4. Fundamentally BOL is now trading at a significant discount to book value. Even a fire sale of assets and pay out of debts would likiely yield more than the current share price. It's not like there is a glut of cranes in the market at present.
