You raise some valid points here - here are my unqualified thoughts:

The metrics they should be reporting on are fairly obvious (app downloads, customer retention, paying customers etc.). The likely reason they aren't reporting on them is because the results are all likely to be terrible (hence 5k in receipts last quarter). So instead they give useless metrics like device completion rates or cost per download. 

On the bonus - the reason the targets are terrible is because the CEO wants a bonus, but won't get one if they have any actual legitimate performance targets (e.g. revenue, customers etc.) because the Company isn't doing great.

So they give it based on some useless KPI that he can actually hit because they are almost automatic (R&D refund), he can achieve by spending money (move office) or throwing out more shares (buying Frugl).

On the relocation - I don't think it has actually happened yet, they just said when it does happen, he will pocket $15k.
