This is a concern if elements in the police force are benefactors of the illegals, which could well be the reason there is no police presence yet. WWI would know of this corruption, so why insist on a police presence if it cannot be trusted?
Hmmm how's this for a theory. Police were making money from illegals. Due to the Bupati downing helicopters and WWIs own security its very difficult to illegally extract gold now. Police will have no choice but to deal with WWI if they want "kickbacks". In return the police will provide protection from illegal operations.
Now I remember why I left South America. ;)
