This implies to me that the request to allocate these resources has become bogged down in bureaucracy - so typical in third world countries. In practice it could be resolved quickly by stringing together a few dongas and flying some police officers in - once the approval is given. There are less illegals present now, and helicopters are being grounded before they arrive, which weakens the influence of these illegals markedly. We could be close to a resolution here.
