In addition to the last opinion, a bounce of the 50% Fib will retest the middle tine of the green fork. If we break through it well and good. If we cant break above their is an 80% chance of returning to test the lower green tine for support.
Without any news we may have this scenario unfolding. Although the FE income is greater than the cost of admin it will never be the real driver for this SP. There are a few hurdles to cross before the real money will commit.

Market being forward looking I believe the signing of the financing will be a real turning point.
