To be fair when most people use the word vehicle, they mean something with four or more wheels. Of course, strictly not correct, but I'll bet we all do the same.
Hence scooters and motorcycles seem to be excluded from being thought of as vehicles.

Interestingly, they will also have a hybrid version with a small petrol engine with generator to extend range to 200 kms.
If Piaggio are moving into E scooters then their market research must telling them that the time is now right. This could be good for Vmoto too.
