Seems to me that the decision is as much a political act, as it is an economic one. Designed to raise the level of media coverage and debate.

The report says that consumers will be paying a renewable energy price for their electricity, but the electricity will be being generated by non renewable means. The net effect is an increase in governmental consolidated revenue, corresponding with us missing our greenhouse targets.
