The site mentioned at the end of the article is ~60kM from EWC's Pagbilao facility. With the ability to expand the site and existing infrastructure surely EWC could/ are bid(ding) into this and could provide the most competitive solution. They could also get their revenue underwritten! Article mentions one Australian company (nothing about HK) so maybe that is EWC.
