It is in the Govt's BEST interest to prevent this from being drawn out with legal proceedings and also media exposure.
However i don't believe that NTM would be looking to settle for $25M, or even close to it. Keeping in mind there were a LOT of investors buying in at near $1/PS and on every level underneath that.
Personally i do think that there will be an early settlement, which will allow this to be swept under the carpet and both parties are happy, but as mentioned this was a BILLION $ project that was simply dismissed.
Realistically i think NTM is looking for a MIN compensation of $100M
