The proposed site appears to have already been cleared and is consistent with the industrial nature of the Middle Arm Industrial Precinct. However, under the Zone FD (see images below) general industry and light industry are prohibited (although the Refinery is consistent with the purpose of Zone FD). A rezoning application may therefore be required.

Offshore location due to potentially rezoning delays, lower construction and operating costs remain as alternative options.

IMO we are much more advanced compared to what the market values the company, my estimate current valuation is much higher than the 60c valuation of the independent investment research.
