Totally different category. Increasing Treg cell number do not necesssary increase its ability to kill cancer cells, if those cancer cells hide themselves with checkpoint protein i.e. Tcell unable to recognise cancer cells. This year nobel price were given to researchers that had found checkpoint inhibitor, it makes killer T cell able to recognise cancer cell.
Midkine anticancer effect remain unknown and i dont think midkine belongs to checkpoint inhibitor category.
