In short, using CSIRO's square KM array, and FM radio broadcast from around the world, the International Centre for Radio Astronomy Research are able to map space junk in real time, regardless of weather. They've got a $1.5 million grant from the Defense Innovation Hub, and partnered with a company called Silentium Defence that was spun out of the CSIRO accelerator "ON" (stupid name for a start-up incubator if you ask me) - they even have a development contract with ADF, and Singapore's defense force (because the ADF's satellites are managed by Optus, which is owned by Singtel).
You can Google for "FM broadcast space junk" to find all the CSIRO stuff from about 2011 which goes into insane detail.
Do your own research, but if Silentium comes up for a reasonable IPO, I might park my space money there.
