Just found this article dated 2nd November 2017, very interesting read, looks very similar to what has happened since Parliament dissolved in December. A full investigation needs to happen into these LOI's and prospecting licenses that have been recently issued, and Bradley Tovosia should be made to step down as caretaker minister till after the Election.
