PPT made no secret of the fact that they were selling down their holding from early on, at least a year ago.
If we assume that it is they who are selling now (and they have been selling from less than $1), and that they had 4.9 million shares on Monday morning, then then they are likely to have less than 3 million now. They don't need to file any notice now that they aren't a substantial holder.
While they are selling other parties are buying. And we have seen that PME is being accumulated by institutions.
