As someone with engineering background, I can tell that the first part of your post is, with respect, at best nonsense.
Even for conventional materials, and in conventional engineering applications (e.g. construction), the client orders tests (which are absolutely basic) to ensure the material meets their desired properties (and that's for materials that have standard classifications).
What we are talking about here is not a convectional material (it's 3D printed), and so any industry (let alone a ship manufacturer) in its right mind, needs to do further testing and study (in reference to their needs) before introducing the material to their manufacturing process. There is nothing odd about that.
As for the second part of your comment "... of which we've seen none presented by the company", what exactly needs to be presented? A ship hull? We've seen TTT doing bikes frames, what else needs to be presented?
