Collective ownership of the means of production is the defining characteristic of socialism and by this it is meant the ownership of the means of production by all members of a group, namely the whole society.
This contrasts with public ownership, the type of thing that you are talking about and which refers to government provision of goods and services; the commercial or business activities of the state.
Incidentally, the biggest company in Australia is Wesfarmers with revenues of about 48 billion.
