I not to sure how they can afford to build roads when the plant is losing 20 million a year? Maybe I should lose money for my boss than complain and not come into work for a portion of the year than maybe they'll buy my family a better house?
Maybe it's a preemptive move for smooth production in the march qrt.
Labour issue should be ok for the next year, hopefully the labour rate was increased substantially.
