You aren't going to get an answer to who or why other than someone wants to acquire a line (or move a line of stock) and is smoothing the entry (exit). It is possible there are two or more players doing the same thing.
No point in looking at it or worrying about it. Until regulators ban it we will keep seeing it on all stocks.
