Methinks it will be whiles before its off the pad (although a substantial sp hike today might prove me wrong).
My guesse is that it was realised a little too late they need heavy rail to the coast to make it fly. This brings two problems - one being cost - so resource will need to be lifted to sugar the economics.
Secondly trying to get a railline across North Sumatra. Well all I can say in a country known for its corruption and lawlessness - North Sumatra is viewed as a pretty wild and wooly place.
There is of course the problem of Siesmic activity. Tas did a comprehensive review of the problems with the incline, which I think may become more problematic if you need to account for the rash of earthquakes going on up those parts.
