To be prudent, I think mid to late November is probably now the date to expect the dividend payment.

Clearly the ATO has not met their timelines, but this is not unusual at all. Unfortunately, I think EXS are using tax advisers that may be competent, but probably not good with ATO strategy - there is an art to getting the ATO to focus and deliver a ruling in time, e.g. you should have a meeting with them first to present the facts so that they are already up and running by the time they get the ruling. I doubt they did this.

My impression from GL is that they haven't yet received much feedback from the ATO at all, let alone a draft of the ruling.

It will come though - just need patience. We are now at the end of another quarter and I am very interested to hear what our current cash balance is.
