There was a Hong Kong company that NBS had a holding in that originally included AQSIQ in its name, but that then changed to CITP and is no longer relevant.

The link to the announcement on AQSIQ accreditation was there (via the link NBS provided in an April announcement.) Translated by Google, the title of the announcement was:
""Smart Seal cylinder gas cylinder safety signs and monitoring system," passed the General Administration of identification results" and dated 30/3/11

Hoping that link works and translates the announcement.

This seems like a project similar to that which has been described by TPID and NBS over the years. I wouldn't put too much weight on the accuracy of a Google translation (armed police??) but I caution that I cannot see an entity on the list of 9 participants that resembled the NBS JV in name (Beijing Zhong Te Hong Xin Technology Development Co Ltd), nor the company NBS said were piloting the project (Hangzhou Yuhang Zhangshan Steel Cylinder Co Ltd).

So while this appears to validate the existence of a project, it remains unclear as to NBS contribution, obligations or entitlements relating to it.
