    I think Qiagen want to buy CST very much because they are losing the only edge they over have had over their competitors in diagnostics through the HPV genotyping test. Surely, though they will face constraints as to how much they can offer because they are accountable to their shareholders. This will especially be the case if the independent experts valuation backs the 3.55 AUD offer, as was rumoured is going to happen recently (surely this rumour suggests the expert is actually not that independent afterall). Even though CST might be worth 5.00 AUD a share and Qiagen might know it, it will be difficult for them to offer this because their shareholders will be wondering why the bid has been raised so much. It might be seen as irresponsible, particularly with Europe's debt woes at present.
