Keep in mind 10 million shares is equivalent to $20,000 (or $30,000 if they bought in at .003).
If it was a dump by a major investor you'd be seeing figures well above $20,000 being dumped. Someone may have wanted a tax break. Buy in at .003, sell at .002, they can write down they've lost $10,000 to negate a $10,000 gain somewhere else and then they can buy back in at .002. All they've lost is the brokerage fees and gained a $2250 tax break (assuming they pay the top income tax).
Keep in mind the volume of the share but also the value - value is just as important.
