Deltafive, I believe that the reason that $9.6M was raised was that this was the maximum possible under the 15% rule which meant that only ~32,000,000 shares could be issued. A few weeks ago, when the share price was higher a 15% raising could have achieved $15M but the (disappointing) reality is that they raised the most that was possible without getting SH approval.
