I think the politics has a bit more to play out.
It is clear that Buswell hasn't even considered whether this technology could provide a means of safe and pollution free iron ore loading. It took what seemed like 50 years to decide on Kwinana allocation, so surely a bit of thought time might be needed for this option.
The WA public benefits from increased resources shipment through royalties. Why should they put up with a minister who makes 10-second decisions based on emotion (and a relationship) rather than considering the facts.
