It looks to me like a simple matter of people waiting and acting with caution to see what will happen. With RDF, an offer was raised but recalcitrant shareholders voted no. An offer these days is not a green light, unfortunately. With the share price @ 60c and 63c on bullish days, it's a marker that people are watching.
I'm still keen to get in. :) I doubt much money could be lost in this. I think details still need to be worked out. I've learned not to rush in, and I think many are probably thinking the same thing with EXS. I think they call it, "standing on the sidelines".
