I don;t agree even a millimeter on that point. It is the management responsibility to call contractor and confirm on regular basis if thing are going as per planned.
That's why Management get paid fortunes.
Why a contractor will bother to tell management one if he/she is running late ?. Drill rigs are in short supply, rig operator don't care. It is a pure mater of demand and supply. That is the reality.
