Hugh has been negotiating with Federal beaurocrats for over one year. He told me back in March that they had just had a meeting which provided a break-through but agreed to withhold the application until State approval process is complete on 13th May. I hate the term but to me it is still a no-brainer and now with the pull-back a definite BUY!
