re: Ann: iSOFT Group and RJL Investments Pre-... I really don't know much about this. But my reading of the situation looks like Cohen

1. Is angry about the way he was dealt with and so is looking take it to OCP as much as he can
2. Is trying to cook something up and is using this as a stalling tactic.

The way OCP mentions being open to any offer but hasn't received anything makes me think it is the former in short that the relationship is so bad it has gone from a commercial discussion/negotiation to a legal punch up.
