Actually I don't actually see a link at all to the Boulder project and something happening in Columbia with chinese connections. Just because a chinese company is buidling a railway in Columbia doesn't mean there aren't other companies already working on this, possibly one alot better geographicly positioned.
Wild speculation is a waste of time to read.
