No confusion, Prism don't have stage 2 FC. The final forestry clearance is required for the Prism Cement captive coal block. The stage 1 FC has been issued but the Stage 2 FC is still pending. The coal ministry states that the ML will be issued within a month of forest clearance. No FC, no ML.
