He must know something you don't buy 600million options costing somewhere between 2 - 6 million for nothing AND knowing that at some point past 0.03 when he exersizes he will have to commit another 18 million to convert, currently hes 28.65% long in SIR on the heads so potentially depending on what he paid for those and if he converts hed be about 30 mil cold hard cash loooooooooooong into SIR.

Being one of Australias most successful prospectors and mining investors and considering the above its a pretty big tick in the box that results are sure to dazzle. You dont throw 30+ mil at something without researching every square inch of it.
