Having to go back to my research (which I never keep the links as I do it for myself) has pointed me to a variety of comments the most important of which stated that China is now bigger than USA and has government rebates to support exports. They appear to use Solvay technology.

That said the GFC reduced their need for Soda ash so they got a government rebate to help export and put pressure on world pricing.
