there doesn't have to be news or announcements . . what has been said already tells us one of two things has happened:-
1. The operational arm of the company has suddenly been subjected to increased costs OR
2. The tendering part of the company has been "buying" contracts, hoping either costs decrease with scale or to further their own careers/bonuses. Just go and look at the cars in the car park at their head office will give you where some of the costs might have blown out.
In my opinion, and I stand to be wrong here I know, this could end up a survival story.
Frankly 1 is unlikely to happen in the short term, and 2 is much more likely.
