Cellestis has a technical note on filling the QFT IT tubes

The tubes are standard format blood collection tubes - but in QFT IT format with the antigen coated on the inner wall of the tube.
The tubes have a vacuum - and can be collected with the butterfly needles as Forrest mentions (as per bottom right of the technical note). This is usually done when there are lots of tubes to collect.
Another way is to use a special needle with a container attached - in to which the series of blood collection tubes are inserted (and at the bottom of the container is a spike that penetrates the rubber top of the tube).

For both methods, the amount of vacuum in the tube is the correct amount to draw in 1 ml of blood. Then when it stops filling the next tube is inserted and so on... easy ... and the standard way all blood samples are collected in hospital now.
