Luke, I'm no technician, but maybe the simpliest and most appropriate interpretation of the RCY chart is that the market is sensing a very cloudy future for the company.
Unfortunately, with all the reported traffic dramas, I don't think the free tolling period has been the showcase event RCY management would have been hoping for.
