    This may be the problem -

    "82 buyers for 1,100,957 units 169 sellers for 3,344,157 units"

    Since there's more sellers than buyers, the buyers have a hard time driving up the price. When the next report comes out however, that ratio should improve. Some news coverage would do it too.
