The EIS is to be completed in the third quarter.I believe that the company is quite busy,at the moment,planning for a Steel Mill.The lack of 'pumping and dumping' with the share is good news,as well as the overwhelming percentage of long positions.
Continuing with Dieter's canine analogy,why do they need to 'throw the dog a bone'?He is happily walking[slowly]with his master,knowing that at his journey's end,he will gorging on quality beef!
Dieter suggested that the completion of the EIS will really move the price,so it seems that all the action may be in the second half of the year.Perhaps Boulder is 'supporting' the SP or no one is willing to sell a sizable parcel close to 13c[placement]and have already factored in the tardy SP movement,patiently waiting for better days.
