That is true for some of the deposits, not only that, they are close to existing power plants, with coal transported by conveyor belts.
But most of CEYs deposits are suitable for export in the thermal market. The coal would need to be washed of course, hence, there would be some additional capex. But there is capacity and good transport infrastructure for transport out of Newcastle, no problem...
