Purd2 Shell do not own 23% of Arrow shares, I think you will find they own none. The deal last year gave them 25% (maybe 30%) of Arrow's acreage and 10% of Arrow International. That is why Shell should snap up the New Hope (Soul Patts) holding, then one would think the takeover is just around the corner.
