Did any of you read the rest of the document? I point out to the comments on page 7 (which I can't copy and past from teh announcement). I may not be a sceptic, but don't think this is done for the reasons you all raise. Guess time will tell.
For the moment I'll go with the legilsative changes that it discusses, and needs to be implemented
